Conducts a review of initial licences, spectrum auction winners, assignments and transfers of control for joint carrier licences to ensure compliance with section 310 of the Act and the Commission Rules. Drafting and reviewing orders and public notices with respect to declaratory applications, waivers and declaratory decisions. Coordination with other offices and offices within the FCC on foreign ownership issues.
